ACPFILMS:
2nd cooperation support program for the ACP cinema and audiovisual sectors
(African, Caribbean and Pacific Group of States)

The Consortium

Since late 2007, the Association LES 3 CONTINENTS continues contributing to the implementation and management for the ACP (African, Caribbean and Pacific Group of States) cinema and audiovisual sectors in the framework of the ACP-EU support program created and funded by the Secretariat of the ACP and the European Commission in Brussels.

LES 3 CONTINENTS is member of the consortium that has been entrusted the task of providing advice and technical expertise to the ACPFILMS program management unit, in order to help set up the main lines of the Support Fund, to provide technical and financial evaluation of Open Call for Proposals applicants to the ‘ACP Films' program, and finally to implement all further procedures that could help upgrade the program (studies, research, databases...).
The 4 members of the Consortium have been selected by the ACP Secretariat according to their expertise fields and capacity building activities the ACPFILMS Program Management Unit (UGP) as well as for their capacity to manage and promote professional networking and co-operation at regional and international levels are:

• TRANSTEC (Brussels) for its support at the head of the executive Program Management
• MEDIA CONSULTING GROUP (Paris / Brussels / Rome) for its expertise in the field of audiovisual production
• CIFAP (Paris) for its expertise in the field of audiovisual vocational training
• THE 3 CONTINENTS for its expertise in the field of cinema and audiovisual development

Within the framework of the 9th European Development Fund under which it falls, the financial allocation provided represents a Total amount of 6.5 million euros (Production: 3.8 million / Distribution and promotion: 1.7 million euros / Training: 1 Million euros).

Projects

Since September 2008, the evaluation of projects submitted for financial support (ONE AND ONLY Open Call for Proposals under the 9th EDF) has entered in its "active" stage. That is to say project evaluation by independent experts under the supervision of the ACP Secretariat's Evaluation Committee.
Reminder: the current Open Call for Proposals will award grants to three types of actions: production (Lot 1), distribution, promotion, dissemination and networking (Lot 2) professional development and training (Lot 3).
The selection of applicants and actions to be supported should be announced in April 2009

Memo 3 Continents May 2009

After 2 years of participation in the Support Program initiated by the Secretariat of the ACP Group of States, LES 3 CONTINENTS decided to resign from the ACPFILMS consortium as of 6 May 2009 and thus jointly with CIFAP. LES 3 CONTINENTS Association is no longer involved in neither the consortium nor in the ACPFILMS program.
