Regulations of The Festival of 3 Continents

PRESENTATION

The Festival of 3 Continents (F3C) is an international film festival devoted to the presentation of fiction films and documentaries directed by film directors from Africa, Asia, Black and Latin America.

The Festival takes place annually by the end of November/beginning of December for seven days in NANTES, France.

SUBMISSION REQUIREMENTS

The film director must be native from an African, Asian or Latin American country.

Only films that have NEVER BEEN RELEASED IN FRANCE may enter the COMPETITIVE SECTION ie films that have never been shown commercially or in public (in festivals or other event) prior to the opening day of the F3C.

Films must be at least 60 minute long for fictions and 52 minute for documentaries.

Films shown at the Festival represent their directors and/or producers who are themselves the implicit recipients of the awards described below. The Festival Selection Committee is entirely and solely responsible for the final choice of films. Consequently, a selected film should never be considered as the official representative of a government or a country to which the filmmaker belongs.

In order to be selected, a film must be :

- submitted to the Selection Committee by its director and/or producer.

- or requested by the Selection Comittee.

Directors and/or producers wishing to enter their films must send on their own expenses, to the Festival office in Nantes (see mail address below) a DVD or a videotape with the entry form (downloaded on the Festival website : www.3continents.com) before OCTOBER 1st.

Any DVD sent to the Festival office for pre-selection will be returned to the sender only upon written request. This request must be received by the Festival office no later than December 31st.

The Selection Comittee only has authority for the number of films selected in each COMPETITIVE or NON COMPETITIVE section.

Documentation on each selected film in the COMPETITIVE SECTION must be sent after confirmation of the selection, to the Festival office to appear in the official catalogue.

Any photo sent to the Festival office for promotional purposes, is authorized to be used by the medias or the Festival itself for its website or its promotion.

Only if authorized by the producer, a 2 or 3 minute excerpt of the selected film, on Beta videotape, must be sent for promotion on TV or Festival screens during the Festival and later.

All films shown at the Festival of 3 Continents must be in 35mm or 16mm with optical soundtracks, or in digital format.

Selected films must be screened in original version with French subtitles. Rare exceptions can be made for non French subtitled films only if a complete dialogue list is provided in French, or English or in the original language, to allow electronic subtitling.

SHIPPING AND INSURANCE

The Festival of 3 Continents covers all cost related to the shipment of prints of films selected in all sections EXCEPTED THE COMPETITIVE SECTION. For the Competitive section, all costs of shipment TO Nantes is covered by the producer or distributor of the film. All costs of shipment FROM Nantes after the Festival is covered by the Festival.

In case of print loss or damage during shipping, the Festival insurance company will cover the cost not exceeding the declared value of the print in the country of origin.

AWARDS

For fictions and documentaries in COMPETITION, the International Jury will award (exact titles, endowments and partners still to be confirmed) :

- the Grand Prize : The Golden Montgolfière

and 12 000 € by the F3C and the City of Nantes,

- Second Prize : The Silver Montgolfière

and 5 000 € by the F3C and the Department Council,

- Nouveau Regard Award

and 3 000 € by the Regional Department for Cultural Affairs

- Two prizes for Best actor and Best actress

and 750 € for each by Voyageurs du Monde,

- The Public Award

and 1 500 € by Wik and Fip,

- The Young Audience Award

given by the Youth Jury, with a donation by Titra Films, the Leclerc Cultural Department and Ouest-France.

The International Jury may also decide to give a prize to another film in the COMPETITIVE SECTION and/or to award a special mention to the work of an actor or actress, or a technician.

PROMOTION

For the commercial release in any country of the winning film presented in the COMPETITION of the F3C, the producer and distributor will mention in the opening credits and on all promotion material, the full title of the award and of « Festival des 3 Continents - Nantes» followed by the year of the edition during which the film was presented.

These rules are drawn up in French and in English. In case of disagreement on the interpretation of the rules, only the French version will be deemed authentic.

Participation in The Festival of 3 Continents implies acceptance of the aforementioned regulations.
